Key Responsibilities & Accountabilities

  • Supervise and monitor all matters relating to Finance, Accounts, Audit, Taxation, account reconciliation, bank liaison, bank reconciliations, vendor payments, salary processing, and other related financial functions.

  • Ensure timely compliance with all statutory and tax regulations, including the completion of tax audits, statutory audits, and other financial audits.

  • Monitor the day-to-day financial operations of the organization and ensure effective financial management.

  • Assist the management in ensuring compliance with all applicable Acts, Rules, Regulations, Guidelines, and Government policies relevant to the Authority.

  • Develop a sound understanding of Government departmental work processes and Public-Private Partnership (PPP) project models.

  • Foster a positive work environment that encourages high performance, accountability, collaboration, and teamwork.

  • Actively support colleagues beyond individual responsibilities and contribute to building a strong and collaborative team culture.

  • Stay updated on industry trends, regulatory developments, and market dynamics affecting industrial sector growth in the State of Bihar.

  • Perform any other duties and responsibilities assigned by the competent authority or senior management from time to time.

Qualification & Experience

Educational Qualification

  • Regular full-time MBA/PGDM or equivalent with specialization in Financial Management, or

  • MBA (Finance), or

  • Chartered Accountant (CA).

  • Professional Certification in Finance & Accounts or Cost Accountancy will be given preference.

Experience

  • Minimum 14 years of post-qualification experience, including at least 7 years in Finance/Accounts with the Central Government, State Government, Semi-Government organizations, Statutory Bodies, Public Sector Undertakings (PSUs), Banks, Financial Institutions, or similar organizations.

  • Sound knowledge of Central Government Rules relating to budgeting, financial management, accounting, and auditing.

  • Hands-on experience in computerized accounting systems and e-filing of TDS, GST, and other statutory returns.

  • Strong working knowledge of Tally and Microsoft Office Suite, including Excel, Word, and PowerPoint.

  • Thorough understanding of Financial Rules and Accounting Procedures, including tender approvals, contractor claim processing, and contractual financial matters.

  • Ability to work effectively in a high-performance, team-oriented environment with strong interpersonal and relationship-building skills.

  • Well-versed in computerized accounting systems and modern financial management practices.

  • Proven experience in handling internal audits, statutory audits, taxation, consultancy accounts, and related financial functions.

  • Experience in designing, developing, and implementing Financial and Accounting Management Systems.

  • Strong report writing, analytical, and review skills with a high level of attention to detail, conciseness, and risk management.

  • Excellent communication skills in both English and Hindi (written and verbal).

  • Demonstrates strong work ethics, integrity, professionalism, and a positive attitude.
