Key Responsibilities & Accountabilities

  • Execute and oversee the implementation and rollout of Project/Programme Management Information System (MIS) operations.

  • Regularly update project progress and facilitate periodic reviews of project documentation and reports.

  • Manage and maintain the online Management Information System (MIS) of the project, ensuring seamless information flow through periodic data analysis, reporting, and documentation.

  • Ensure the maintenance, monitoring, and smooth functioning of all IT infrastructure and peripherals at the Headquarters as well as across all cluster offices in coordination with Cluster Resource Persons.

  • Maintain and monitor the Data Centre to ensure uninterrupted operations, security, and system availability.

  • Ensure timely upgradation of IT hardware, software, and devices to meet organizational requirements and maintain seamless connectivity.

  • Coordinate with various Government Departments and Offices for effective implementation and operational support.

  • Develop a sound understanding of Government departmental work processes and Public-Private Partnership (PPP) project models.

  • Foster a positive work environment that promotes high performance, accountability, collaboration, and teamwork.

  • Actively support colleagues beyond individual responsibilities and contribute to building a strong team culture.

  • Stay updated on industry trends, Government policies, regulations, and market developments impacting the industrial sector growth of Bihar.

  • Coordinate with vendors and service providers to ensure timely resolution of technical issues and uninterrupted IT services.

  • Perform any other duties and responsibilities assigned by senior management or the competent authority from time to time.

Qualification & Experience

Educational Qualification

  • Regular full-time MCA, PGDM, B.E., or B.Tech in any of the following disciplines from a recognized institute:

    • Computer Science

    • Information Technology (IT)

    • Computer Applications

    • Electronics & Communication Engineering

    • Electronics & Telecommunication Engineering

    • Electronics & Instrumentation Engineering

    • Artificial Intelligence & Machine Learning (AI & ML)

    • Cyber Security

  • Professional certification in the relevant IT domain will be preferred.

Experience

  • Minimum 14 years of post-qualification experience in the IT domain in the public or private sector, including at least 7 years of relevant experience in computerized Management Information Systems (MIS), monitoring and evaluation of development programmes, or similar roles in development projects, large institutional setups, or reputed organizations.

  • Proven experience in leading and managing teams comprising approximately 10–15 members.

  • Strong knowledge of computer hardware, software, networking, and IT infrastructure management.

  • Excellent analytical, troubleshooting, and problem-solving skills.

  • Ability to work effectively in a high-performance, team-oriented environment requiring strong interpersonal skills and collaborative relationship building.

  • Ability to independently execute assigned responsibilities and deliver outcomes within stipulated timelines.

  • Strong report writing, documentation, and review skills with a keen focus on accuracy, attention to detail, conciseness, and risk management.

  • Excellent verbal and written communication skills in English and Hindi.

  • Demonstrates strong professional ethics, integrity, commitment, and a positive attitude.

  • Experience in planning and executing state-level projects involving project planning, digitization initiatives, and MIS implementation/rollout will be considered an added advantage.
